Desktop
Location Referencing has the same system requirements as ArcGIS Desktop and ArcGIS Pro.

Location Referencing requires the same release of ArcGIS Desktop with the ArcGIS Desktop Standard or ArcGIS Desktop Advanced license level.
Server
Location Referencing has the same system requirements as ArcGIS Server.

Web apps
Event Editor
Event Editor does not require ArcGIS Server to be installed, but map services used with Event Editor must be published to a location that has both ArcGIS Server and either ArcGIS Pipeline Referencing for Server or Esri Roads and Highways for Server installed. Event Editor also requires a licensed Portal for ArcGIS or ArcGIS Online organizational account.

Roadway Reporter
